Masteroppgave offentlig politikk og ledelse- Universitetet i Agder, 2014 Norge overtar hvert år overtar mellom 10-15 prosent av alle nye direktiver og forordninger som vedtas i EU som en del EØS-avtalen. Innenfor matfeltet, som er studiens nedslagsfelt, er ca. 90 prosent av de mange forskriftene som gis nasjonalt, ren EU/EØS-rett (NOU, 2012, s. 793). Formålet med studien er å se nærmere på hvilke aktører som påvirker politikkutformingen av det EØS-lovverket Norge implementerer og hva slags betingelser som ligger til grunn for denne påvirkningen. Do the representatives adopt a supranational role, an intergovernmental role or an expert role on the management board? The objective is to identify underlying mechanisms arguably responsible for inciting patterns of behaviour among civil servants. This study is premised on the assumption that autonomy may be studied by examining behavioural patterns of the incumbents and that such behavioural patterns largely are a consequence of mechanisms of pre-socialization, re-socialization and organizational affiliation.
